I am looking for subsidized housing in Central Florida, based on income but is not Section 8. Any ideas?

Looking for Senior/Disabled Housing. Particularly looking in Polk, Pasco, Hillsborough, Citrus, Hardee, Hernando, Lee, Manatee, & Sumter Counties. I am currently paying $335 per month in CT; which includes heat and water/sewer, but not electric, cable, or phone. I need something close to the same price in a place where general cost of living (i.e. groceries, gas, electric, etc.) is lower than here.
